“Indeed, well said,” Zhao Xu chuckled.
The most basic function of the government office for the Prince’s Mansion was tax collection, something the corrupt office in Yan Prefecture couldn’t manage. As for implementing decrees, most of the populace in Yan Prefecture had become vassals to the regional magnates, leaving little room for governance.
